Changes to Scala config variables

Change effective on 14 March 2016

Heroku’s support for Scala applications no longer sets the JAVA_OPTS configuration variable by default for new apps. This is intended to improve compatibility with Heroku Pipelines. For more information, see the Dev Center guide on Scala support.
