Basic dynos are now available for Heroku Enterprise

Basic dynos in the Common Runtime are now available for Heroku Enterprise customers. Each basic dyno consumes 0.28 dyno units per month of your Enterprise license. Basic dynos are the new default dyno type for Common Runtime apps for Enterprise customers. For apps with multiple processes, to avoid mixing dyno types, explicitly set the dyno sizes for all processes in your formation.
