Request Concurrency Limiting now supported by Router 2.0 (Public Beta)

Request Concurrency Limiting, also supported by our current production router, is now available in the public beta for Router 2.0. In addition, the H11 (Backlog Too Deep) Heroku Error Code is now also supported in the new router.
