Updated Dyno CPU Limits and Account Verification

Change effective on 02 August 2021

We have introduced improvements to resource isolation of Common Runtime free, hobby and standard-tier dynos. These dyno types now have more stable and predictable access to CPU and networking resources and are less likely to be affected by noisy neighbors.

Heroku dynos can still burst CPU use. However, the CPU share will be more strict if you do not meet the updated account verification requirements.
