Additional Verification step to access performance dynos

We are adding an additional check to the Account Verification process. The check limits access to performance-m and performance-l dynos. Only customers with an established payment history (paying for hobby, 1X/2X dynos, Heroku Data and other add-ons) can use performance-tier dynos.
Customers still need to verify accounts (by adding a credit card) to use add-ons, run more than one dyno per app, add custom domains and create more than 5 apps.
