Smaller Heroku Postgres Plans Available in Private Spaces

Smaller Heroku Postgres plans are now available for Heroku Private Spaces. The Private-0 and Private-2 can be provisioned in all regions where Private Spaces are available. For the details on the technical characteristics of the plans, please see the Dev Center documentation.
