Kensa command now supports Private Spaces regions

Change effective on 05 January 2016

In preparation for bringing add-ons to Heroku Private Spaces, add-on providers should update their manifests with the new Private Spaces regions. Kensa, our gem for building and maintaining add-ons, now supports these new regions.
