HTTPS log drains now generally available

Heroku has long supported the ability to forward application logs to a custom syslog server hosted either by yourself or a service provider. We now also support forwarding logs to HTTPS based services using HTTPS log drains. This makes it simpler to write custom log drains and makes it possible to run such services on Heroku itself.
