EU region now generally available with PX dyno support

Change effective on 30 October 2014

PX dynos are now generally available in the EU Region. Usage and behavior are the same as for the US Region. Read more about dyno sizes and optimization of dyno usage to learn how and when to improve performance with PX dynos.

At the same time we are taking EU Region out of beta and making it generally available.
