Flagging apps into the 10k log split

Change effective on 14 April 2014

As mentioned here, we’re starting to flag apps that existed prior to this change into this behavior.

Once an app is flagged in and the dyno(s) cycle or are restarted, this feature will be active.

We’ll slowly ramp up the flagging of apps during the next few weeks and will post a final changelog item when all apps have been flagged.

NOTE: This applies to apps in the US only, EU apps already have this enabled.
