New Ruby buildpack released with bugfixes

Change effective on 03 September 2013

Heroku Ruby support was updated with the following bugfixes:

  • Build no longer fails when using user-env-compile Labs feature and the DEBUG env var.
  • Rails 4 bins generated in windows will now work.
