Added max Connect rows synced in Enterprise account monthly usage

Change effective on 27 September 2024

The Enterprise usage dashboard and the Enterprise Account Monthly Usage API now show the maximum number of Connect rows synced for Heroku Connect that month instead of the average Connect rows synced. This change gives users a more accurate view on how we bill you for Heroku Connect.
