Add-on controls for Heroku Teams

Add-on controls are now available for all Heroku Teams. Previously, this feature was only available to Heroku Enterprise Teams.

Add-on controls let team admins manage which add-ons their team can use for their apps. Enabling the feature restricts non-admin team members to only installing add-ons from the approved allowlist.
