Heroku PostgreSQL 11 deprecated

Change effective on 10 November 2023

Heroku deprecated support for all databases running PostgreSQL 11. This deprecation is part of our documented version support policy. You can no longer create PostgreSQL 11 databases. You can still create forks and followers of existing databases.

Deprecated Postgres databases will automatically migrate to the next available version of Postgres after January 10, 2024. We urge customers to upgrade their database before this date so that they can test application compatibility and perform the migration on their own schedule.
