Leiningen 1.7.1 now used for Clojure apps on Cedar

For Clojure apps on Heroku Cedar, Leiningen has been upgraded to the latest stable version. See the Leiningen changelog for a list of bugs fixed in this version of Leiningen.

In addition, a bug has been fixed where the build cache was being ignored in some cases.

Application upgrades will be effective on the next git push.
