Ruby Applications on Cedar now Support Rails 3.2's TaggedLogging

The rails_log_stdout plugin that is added to all Rails applications on Cedar has been updated to support Rails 3.2’s Tagged Logger. Tagged logs are properly formatted and output in the Heroku log stream, accessible via heroku logs -t.
