Dependency management updated for Node.js apps on Cedar

Change effective on 27 March 2012

Deployment of Node.js applications on Heroku Cedar will no longer install devDependencies. Build asset caching has also been removed to improve the stability and repeatability of successive builds.

Application upgrades will be effective on the next git push.
