Python 3.6.13 and 3.7.10 are now available

Change effective on 16 February 2021

Python (CPython) 3.6.13 and 3.7.10 are now available on Heroku.

In addition, the default Python version for new Python apps is now 3.6.13 (previously 3.6.12).
