Apache Kafka 2.3.1 is now available

Apache Kafka 2.3.1 is now available for Apache Kafka on Heroku. You can use this with your add-on creation by passing --version 2.3.1 to your heroku addons:create heroku-kafka command. Please see Dev Center for more details.
