Heroku Postgres databases can now connect to external resources via mutual TLS

Change effective on 07 November 2019

A Heroku Postgres database running in a Private or Shield Space can now securely and seamlessly connect to external resources in public clouds and private data centers via mutual TLS. This feature is part of Heroku Enterprise.
