Heroku CI Parallel Tests now supports up to 32X nodes

We’ve updated our Parallel Test Runs product to now support up to 32 dynos, up from 16. Parallel Test Runs enable you to distribute your App’s test suite across multiple dynos to substantially reduce execution time.
