Python 3.7.0 and 3.6.6 Support

Change effective on 28 June 2018

Heroku now supports Python 3.7.0 and 3.6.6. You can specify a version with a runtime.txt file.

Python 3.6.6 is now default for all new Python applications. Existing applications will not be automatically updated.
