Late March 2018 PHP runtimes and extensions update

The following new runtime versions are now available for PHP applications:
- PHP 5.6.35
- PHP 7.0.29
- PHP 7.1.16
- PHP 7.2.4
The following PHP extensions have been added or updated:

The Apache web server has been updated to version 2.4.33.
