JRuby 9.1.3.0 now available

Change effective on 31 August 2016

The Ruby stack now supports JRuby 9.1.3.0. To use this release, add the following code to your Gemfile:

ruby '2.3.1', :engine => 'jruby', :engine_version => '9.1.3.0'
