New Dashboard Metrics backend in production

Change effective on 26 April 2016

The OpEx team is pleased to announce that our new Kafka/Postgres backend for Dashboard Metrics is now fully in production. This replaces our legacy InfluxDB backend, provides a more robust, performant, and extensible platform, and changes Metrics from best effort support to fully supported.
