Session Affinity now generally available

Change effective on 25 April 2016

Session Affinity is now generally available for applications in the Common Runtime. When session affinity is enabled for an application, the router will add a cookie to all incoming requests from new clients and use this cookie to route subsequent requests from that client to the same dyno when possible.

Session Affinity is currently not available for applications in Private Spaces.
