Heroku Local now uses node-foreman

Change effective on 21 April 2016

The internals of Heroku Local now use node-foreman instead of forego. This change increases the stability of the feature, and allows us to extend the use of Node in the CLI, where it already underpins the custom CLI Plugins.

If you want to continue using forego, you can download it and run it directly.
