Memory quota now available in log-runtime-metrics for Common Runtime users

To help users better assess memory health, a new memory quota metric has been added to Common Runtime log-runtime-metrics. Memory quota is the resident memory (rss) value, in MB, at which an R14 error is triggered. More information on memory metrics is available in the Heroku log-runtime-metrics documentation.
