PostgreSQL client tools now available in Cedar-14 apps

Change effective on 24 August 2015

The Cedar-14 stack now includes the PostgreSQL command line tools, including psql, pg_dump, and pg_restore. Apps and frameworks that rely on these tools, such as Rails’ structure.sql bootstrap process, can now be used on Heroku.
