Cedar-10 applications can no longer be created

Cedar-10 applications can no longer be created on Heroku. All new applications will be created using Cedar-14, the default stack.

This change means that specifying the stack (heroku create --stack cedar) will result in the application being created on the default Cedar-14 stack instead of Cedar-10.

Heroku is ending support for Cedar-10 application creation because the Ubuntu operating system that the stack is based on is no longer maintained by Canonical. We take security very seriously, and we encourage all our customers to upgrade their applications to Cedar-14 as soon as possible in order to remain on the most up-to-date, secure stack.
