Eliminated contradiction in docs as to whether logs are always ordered by time or not

This is a Logging documentation edit only. The definition has changed to state that events are time-stamped rather than time-ordered to reflect that Heroku logs may not appear in order due to the distributed nature of the log sources and log collection platform, as noted under log message ordering.
