2FA SMS Recovery is now GA

Change effective on 13 April 2015

2-factor authentication (2FA) SMS recovery is no longer in beta and is generally available. We recommend all Heroku users enable 2FA and also provide a back-up phone number to recover account access in case access to the primary 2FA device is lost.
