Toolbelt v3.28.0 released with `heroku local` command

Change effective on 28 February 2015

A new version of the Heroku CLI is available with the following changes:

  • Added heroku local command
  • Added flag to customize poll interval for pg:wait
  • Fixed error message for default orgs
  • Allow –org for all commands
  • Improved help formatting for v4 plugins
