Provisioning the cron add-on is disabled

Change effective on 12 June 2012

The cron add-on has been deprecated since April 2012, in favor of the new Scheduler add-on; now cron can no longer be provisioned. Existing uses of cron are not affected by this change, but all users are encouraged to migrate to Scheduler.
