Heroku Platform API resources now expose stability

Change effective on 11 February 2014

Platform API resources now have stability attributes that indicate their maturity. Possible values are prototype, development, and production. Details on change management policies for endpoints of varying maturity are available on Dev Center.

Resource stability is exposed in the JSON Schema and in the reference documentation.
