Boot timeout is now adjustable to up to 120s

Change effective on 06 December 2013

Applications which do not bind to $PORT within 60 seconds are treated as crashed and emit an R10. Beginning today, affected customers can submit a request to Heroku Support to raise this timeout to 120 seconds.

In general, slow boot times make it harder to deploy your application and make recovery from dyno failures slower, so this should be considered a temporary solution.
