New Heroku Postgres Essential-tier plans (Public Beta)

New Heroku Postgres Essential-tier plans are now available in public beta. You can provision a new database or migrate data from an existing database using pg:copy to these new plans. On improved infrastructure, we removed row limits and added support for pgvector. Here are all the beta and GA Essential-tier plans:
