Heroku CI and Heroku Teams now free for card paying customers

Change effective on 25 August 2023

Starting September 1, 2023, Heroku Teams of up to 25 members and Heroku CI are free. Previously, Heroku Teams with more than 5 people and Heroku CI were $10/month each. Customers are still charged for their dyno and add-on usage during CI test runs, prorated to the second.
