Increased baseline PIOPs for Heroku Postgres databases

Change effective on 29 June 2023

We migrated all existing -0 and -2 Standard, Premium, Private, and Shield-tier Heroku Postgres databases away from burstable disk. Moving to non-burstable databases prevents abrupt performance changes when burst credits run out. The new baseline PIOPs for -0 and -2 database plans is 3000. In addition, the baseline PIOPs for -3 and -4 database plans are also increased to 3000.
