New dyno network configuration

Change effective on 01 May 2013

All dynos now have separate network interfaces. This functionality was originally developed under the “containerized-network” Heroku Labs flag. Due to a Linux kernel bug, using Raindrops to measure Ruby Rack queue lengths is not currently possible.
