Go language version updates

Change effective on 21 November 2022

As of 2022-11-09, the following Go versions have been made available on Heroku:

  • 1.19.2 and 1.19.3
  • 1.18.4, 1.18.5, 1.18.7, and 1.18.8
  • 1.17.11, 1.17.12, and 1.17.13

With these new releases, the following defaults have been updated:

  • go1.19 defaults to go1.19.3
  • go1.18 defaults to go1.18.8
  • go1.17 defaults to go1.17.13
