Composer versions update for PHP apps

Change effective on 01 July 2022

The versions of Composer used during builds of PHP applications have been updated to 2.2.15 and 2.3.8.

These releases address a regression triggered inside Composer since July 1, 2022 that caused composer.json files with an allow-plugins: true configuration to be rejected.
