Rolled back: Ruby apps with Bundler 2.x now receive version 2.3.7

This change was originally deployed but then rolled back after error reports:

The Ruby Buildpack now includes Bundler 2.3.7. Applications specifying Bundler 2.x in their Gemfile.lock will now receive bundler: 2.3.7.
