Additional Verification to Access some Paid Add-Ons Plans

We are adding an additional check to the Account Verification process that limits access to some paid add-on plans. Only customers with an established payment history (paying for hobby, 1X/2X dynos, and Heroku Data) can provision these paid add-on plans.
Free tier add-on plans are exempt from this additional verification check. However, customers still need to verify accounts (by adding a credit card) to use both free and paid add-ons.
