Scheduler job duration limit added

Change effective on 29 January 2013

All jobs run by the scheduler have changed to have a maximum run time equal to the frequency of their execution (instead of 24 hours). For example, jobs scheduled to run every 10 minutes will be terminated after 10 minutes. For more information, see Heroku Scheduler.
