August 2020 PHP updates

The following new PHP runtime versions are now available:
- PHP 7.2.33
- PHP 7.3.21
- PHP 7.4.9
The following PHP extensions have been added or updated:

ext-mongodb, version 1.8.0 -
ext-newrelic, version 9.12.0.268
The version of Composer used during builds has been updated to 1.10.10.
The libcassandra library used by the ext-cassandra extension has been updated to version 2.15.3.
The librdkafka library used by the ext-rdkafka extension has been updated to version 1.5.0.
An issue has been fixed where applications using Heroku CI would intermittently not have their composer test scripts detected, or common testing frameworks automatically executed, when running PHP 7.4.
