Common Runtime removes vulnerable ciphers

Change effective on 14 May 2020

SSL Endpoint cipher suites no longer include the CBC3 ciphers, which have been shown to be vulnerable to the Sweet32 attack. The AWS ELBs have been updated to use the ELBSecurityPolicy-2016-08 Predefined SSL Security Policy.
