Heroku Connect now always writes to application log streams

Heroku Connect now always writes logs to an application’s log stream. Previously application logging was disabled by default, and had to be manually enabled through the Heroku Connect dashboard. The format of logs has also changed to use a structured format. See Dev Center for more details.
