Heroku CI API Documentation now available

Change effective on 12 September 2018

The Platform API now provides resources and endpoints for interacting with Heroku CI. Use the API to trigger CI test runs from other platforms (such as Jenkins) and integrate Heroku CI into custom continuous delivery workflows.
