Heroku Postgresql Shield now enforces TLS 1.2

Change effective on 14 June 2018

Heroku needs to enforce TLS v1.2+ on Heroku Postgres Shield plans to meet with various compliance requirements. All shield customer databases will receive maintenance to move them over to TLS v1.2 over the next few weeks, and as of 14th June 2018, newly created Shield Postgres addons will only allow TLS v1.2 and above.
